Every sealer has two jobs: get the protective resin onto the surface, then get out of the way. The "base" (or carrier) is what does the delivering. In a water-based sealer, the resin is dispersed in water; in a solvent-based sealer, it's dissolved in a chemical solvent. The carrier evaporates either way — you're never leaving water in your pavers. What you're really choosing is how the product behaves while it goes down and how the finished film looks and breathes afterward.

One caveat that trips people up: Crystal Coat is for pavers and concrete. Never use it — or any paver sealer — to reseal a Stone Bond resin-bound stone surface. Stone Bond gets refreshed with a new coat of Stone Bond resin itself.
Durability depends far more on the resin quality, film build, and surface prep than on the carrier. A well-made water-based sealer can outlast a cheap solvent-based one, and vice versa. Compare technical data sheets, not marketing labels.
Often not reliably — adhesion and compatibility problems are common. Identify the existing sealer first, test a small patch, or strip the old film before switching bases.
Some semi-gloss water-based products darken the surface moderately, but the deepest wet look typically comes from solvent-carried film-formers. If the wet look is your priority, choose by finish rating, not by base.
